2. Alliance Related

(1) Adjusted Alliance Donation related rules. Now, donations can still be initiated when the Alliance Warehouse is full, but the corresponding resources must be donated to complete the donation.

(2) Adjusted Alliance Donation related rules. Now, Merit gain bonus is based on the number of days the server has been open.
